The learning and development officer is responsible for managing the learning and professional development of the organisation's workforce. This role includes identifying and assessing training needs, planning, organising, and facilitating training interventions, and ensuring appropriate training is conducted and followed through. The role requires substantial administrative duties, such as needs analysis, training programme development, SETA involvement, and reporting. Additionally, the role demands strong digital literacy, the ability to leverage Learning Management Systems (LMS), and the capacity to develop digital learning content. Education and experience (minimum requirements to perform the job):
- School: Grade 12
- Post School: Higher Certificate / Diploma / Bachelor's degree (preferably in HR / Education / Teaching).
- Job Related: MS Office 365 proficiency;
- Other:
- Valid Unendorsed Code 08 Drivers License
- Own reliable motor vehicle – Extensive travelling required
- Experience:
- At least three years of experience as a Training Facilitator
- A proven track record of designing and delivering impactful training initiatives that enhance employee performance and drive organisational growth
- Strong ability to independently create, implement, and refine learning strategies to meet business needs
- High-level competency in using Learning Management Systems (LMS) and developing digital learning content
- Knowledge of Sector Education and Training Authorities (SETAs) and related compliance requirements
- Excellent writing and communication skills in English
- Advanced computer literacy, including digital learning tools and platforms
- Strong digital adaptation skills and ability to incorporate technology-driven training solutions

Essential Duties and Responsibilities
All duties must be conducted in compliance with the client’s requirements, the Occupational Health and Safety Act, and other relevant legislation. Duties include:
- Developing learning and development strategies with line managers based on both immediate and long-term staff requirements
- Conducting annual training needs analysis in collaboration with line managers
- Planning, directing, and delivering training and development programmes, including staff inductions, to meet organisational goals
- Administering regular, detailed needs assessments to identify skills gaps
- Designing training courses and programmes to address identified needs or managing this process through external service providers
- Addressing skills deficits through tailored in-house training
- Facilitating learning programmes and interventions where appropriate
- Coordinating external training as needed
- Ensuring all learning and development initiatives remain within budget and are fully utilised
- Monitoring and reporting on activities, costs, and performance as required
- Liaising with line managers and department heads to assess developmental needs
- Assisting with learnership and internship interventions as needed
- Serving as a sounding board for employees, helping improve their orientation and training
- Maintaining confidentiality unless legally required to disclose information
- Promoting a culture of open knowledge-sharing to enhance skills and service across the organisation
- Leveraging Learning Management Systems (LMS) for content distribution, tracking, and assessment of training outcomes
- Developing digital learning content, including e-learning modules, video training, and interactive courses
- Staying updated on emerging technological work aids and digital learning trends
- Liaising with staff to clarify job descriptions and related expectations
- Contributing to the operations and climate of the company
- Submitting monthly and quarterly reports, or as needed
